The The Health and Safety (First-Aid) Regulations 1981 were originally updated earlier in the year but were effective from the 1st October 2013.
The updated third edition of L74 takes account of the amendment to regulation 3(2), which removes the requirement for the HSE to approve the training and qualifications of appointed first-aid personnel, and to incorporate some additional amendments brought about by other previous legislative changes.
Whilst this may give you a wider choice of first aid providers it now puts the onus on the Employer to ensure that the training provider and trainers are competent to deliver first aid training. Explaining how you will manage health and safety in your business will let your staff and others know about your commitment to health and safety. This will be your health and safety policy. It should clearly say who does what, when and how.
If you have five or more employees, you must have a written policy. The policy does not need to be complicated or time-consuming. A policy will only be effective if you and your staff follow it and review it regularly. We recommend that you carry out an annual review of your health and safety policy or when there is a significant change to your business. Ensure that your health and safety policy is suitable for your needs. Do not simply obtain and use a health and safety policy from another Company because it looks and sounds good. There is no harm in getting a few examples and considering what other organisations are doing to meet health and safety compliance. At the end of the day, it is your business but you should be able to achieve your aims and objectives that are laid out in your health and safety policy. So keep it simple to start with. You can always amend it once your business has developed a good understanding of health and safety and has a good safety culture. You can set targets and objectives that will help your business to achieve greater things. It shouldn’t just be about meeting health and safety compliance but adding value to your business.
